Nicht nur Europa ist stark von den Webdiensten einiger weniger monopolistischer Wirtschaftsakteure abhängig. Daten fließen ab, Werte gehen verloren und gesetzliche Regulierung wird untergraben. Wie können wir dieser Situation mit einer offenen Webdateninfrastruktur begegnen? Welche technischen und wirtschaftlichen Konzepte versprechen Akzeptanz und stärken die digitale Vielfalt? Welche ethischen und rechtlichen Fragen müssen in diesem Zusammenhang beantwortet werden?

Stéphane Beemelmans was born in Toulouse, France, in 1965. He studied law in Bonn, Germany, with an interruption for military service as a reserve officer in the French Army. After completing his legal traineeship at the Higher Regional Court in Cologne, he began his career in 1994 as a European affairs officer in what is now the Saxon State Ministry for Social Affairs, Health and Social Cohesion in Dresden. He subsequently held various positions, including in the State Representation of the Free State of Saxony in Bonn, the State Chancellery as personal adviser to the Head of the State Chancellery, and the Federal Ministry of Finance where he served both as Head of the department for the State Parliament and Cabinet and as press spokesperson. In 2003, he was appointed Managing Director of the State Palaces, Castles and Gardens of Saxony.
After a brief stint as Head of the Executive Office in the Saxon Ministry of the Interior, Stéphane was appointed Head of Office for the Chief of the Federal Chancellery in October 2005. In 2009, he moved to the Federal Ministry of the Interior, initially heading the executive staff before being appointed Head of the Department for Fundamental Issues, EU and International Affairs, and New Federal States in early 2010. In March 2011, he was appointed State Secretary in the Federal Ministry of Defence, where he was responsible for administration, armaments and infrastructure. He later served as Managing Director of EUTOP Berlin GmbH (2014 to 2016) and PD – Berater der öffentlichen Hand GmbH (2016 to 2024). Prior to his appointment to the DLR Executive Board on 1 April 2026, Stéphane worked as an independent consultant and lawyer.

7 October | Keynote – Sovereign AI Services Leading to a European Future of Search | 13:30
Prof. Dr. Julian Kunkel is a leading expert in HPC storage systems, performance analysis, and the software engineering of scientific applications. Prof. Kunkel’s academic journey began with a deep interest in high-performance computing storage, which he developed during his studies in computer science in 2003. Prior to his current position, he held postdoctoral research roles at the German Climate Computing Center (DKRZ), where he worked closely with the Scientific Computing group at the University of Hamburg. He also served as a lecturer at the University of Reading. At the University of Göttingen, Prof. Kunkel manages several research projects focused on advancing HPC technologies. His primary research goals include developing efficient and performance-portable I/O systems, optimizing data reduction techniques, and improving the management and performance analysis of parallel applications and cluster systems. He also leads the german AI service center „KISSKI“ (AI service center for critical infrastructures), providing basic AI services to over 500 german institutions and over 1 Mio users as well as providing AI resources to startups, SMEs and the public sector. Prof. Kunkel is a founding member of the IO500 benchmarking effort, the Virtual Institute for I/O (VI4IO), and the HPC Certification Forum.

Prof. Dr. Hannes Taubenböck is heading the department “Georisks and Civil Security” at the Earth Observation Center (EOC) of the German Aerospace Center (DLR), Weßling, Germany. He also holds the chair “Global Urbanization and Remote Sensing” at the Julius Maximilian’s University of Würzburg, Germany. His research focuses on urban remote sensing topics, from the development of algorithms for information extraction from multi-modal remote sensing data to value adding to classification products for findings in urban geography. Over the past few years he has also focused increasingly on the integration of spatial remote sensing data and web data in the fields of urbanization, migration, (geo-)risks and civil security. He is also a co-founder of the „Geolingual Studies“ team at the University of Würzburg.

Aline Blankertz is an applied economist and cofounder of the digital policy collective Structural Integrity. Her work focuses on competition policy, digital market analysis and transforming platforms to serve the public interest. She has worked at various NGOs, including Rebalance Now and Wikimedia Deutschland, after spending various years in economic consulting.

How to get there
Airport to city centre
- The Airport Express takes you to Berlin Central Station in 30 minutes.
- Two new lines under the name PlusBus Airport-Region also run every hour during the week from Königs Wusterhausen via Wildau, Miersdorf and Schulzendorf to BER Airport. Express buses also run from the Rudow underground station.
- To reach the city centre, take the S-Bahn lines S 9 and S 45, which leave every 20 minutes.
- Then please follow the instructions in the next section „Public transport“.
By public transport
Take the U7 subway and get off at Karl-Marx-Straße. From there, it’s a 5- to 10-minute walk to CODE.
If you arrive at Berlin Central Station, the easiest and quickest option is to take the M41 bus (direction: Sonnenallee/Baumschulenstr.) and get off at Berlin, Erkstraße. From there, it’s just a 5-minute walk.
Berlin uses a zone system. Please find info on fares, timetables and the zones in Berlin’s public transport area.
By car
Take the A100 to the Sonnenallee exit. From there, you only have to drive straight for around 1.5 km until you reach CODE.
Parking spots can be hard to come by, though. If you want to make sure you can park your car, there are a few public car parks in the area you could try: one is on Rollbergstraße, about a 7-minute walk from CODE, and another one is at Neukölln Arcaden, about a 10-minute walk from CODE.
Please note that downtown Berlin is an environmental zone. This means you need to get your vehicle a sticker indicating its emissions rating.
By taxi
Make sure your drop-off point is Donaustraße 44, not via Karl-Marx-Straße.

Call for papers – closed
We are calling for your contribution with scientific papers, sharing of practical experiences or by introducing concepts and positions in relevant fields, such as computer science, legal, economics and ethics. Full papers and abstracts presented at the #ossym2026 will be published open access in online proceedings (including DOIs and ISBN) following the event.
Please submit your contribution: for research contributions we accept full papers (4-6 pages) and for any other contribution (concepts, best practices or practitioners’ experiences) an extended abstract (1 page).
All abstracts and papers have to be submitted via https://indico.cern.ch/e/OSSYM-2026 using the templates specified there. The acceptance of all full papers and extended abstracts is subject of a peer-review process.
Call for Demos
We invite young researchers and students to showcase their innovative work using the Open Web Index of the OpenWebSearch.eu project. This call is an excellent opportunity for participants to develop and present innovative search and web analytics solutions to advance to a more open search ecosystem and show them to the open search community. We are particularly interested in demonstrations that combine the Open Web Index with technologies such as Large Language Models, Knowledge Graphs, or that offer new search paradigms (e.g. Argumentation Search, Conversational Search), interesting frontends, and domain-specific search solutions. In addition, we are also looking for contributions towards web-scale, robust semantic enrichment techniques that can advance search solutions for different domains. Examples could be information quality assessments, entity extraction or Knowledge Graph alignment.
All demos have to be submitted via https://indico.cern.ch/e/OSSYM-2026 using the templates specified there. The acceptance of all demos is subject of a peer-review process.
